Moving away from strictly "Free Body Culture" (FKK) ideology toward a broader "image culture" that often featured young people in natural settings, often with the subtitle "Kinder der Sonne" (Children of the Sun).
The legal battles began in 1986 when the first application was made to index the magazine as "jugendgefährdend" (endangering youth) by the (Federal Department for Media Harmful to Young Persons). This initial application was rejected. A second application in 1992 also failed. The BPjS even commissioned an expert opinion from Professor Dr. Horst Scarbath from the University of Hamburg's Faculty of Educational Science, who concluded that despite the focus on the genital area and specific camera angles, the magazines were not socially disorienting or pornographic, as they merely depicted Freikörperkultur.
