Born in Hong Kong with ancestral roots tracking back to Taishan, Guangdong, China, Koo arrived in the Washington, D.C. area in 1964. His formative junior high and high school years in America were uniquely shaped by legendary mentors. A graduate of a Catholic girls' school in Hong Kong, she earned her Registered Nurse (RN) certification there and later received her U.S. nursing certification in Maryland. The couple met in Washington, D.C., in 1971 and later married.
In 1973, the couple opened their first gas station. Over the decades, they expanded this into a successful chain of service stations across the Washington DC-Baltimore area .
